Paula Manning Phillips died suddenly November 25, in Houston, TX.

She was born March 30, 1948 in Columbus, Ohio and graduated from McKinley High School, Washington, D.C.; Virginia Union University, Richmond, BA; Trinity University, San Antonio, MA.

Ms. Phillips worked for 30 years in housing and urban development improving the living conditions of the urban poor. She served as Director, Austin Office of Neighborhood Revitalization, Manager of Airport Marketing for Austin, Director of Houston Dept. of Housing and Community Development and was the Executive Director of Ohio City Near West Development Corp. Cleveland, Ohio. Ms. Phillips held leadership positions in the National Association of Housing and Redevelopment Officials, the National Forum for Black Public Administrators, the Cleveland Neighborhood Development Corporation and the Texas Association of Developing Colleges/United Negro College Fund. Boards: Austin Rape Crisis Center, Center for Battered Women, Coalition for the Homeless of Houston and Harris Counties, President of the St. James School PTO.

Ms. Phillips leaves to mourn; her stepfather Rev. J.O. West, Jr. and wife Nan; husband Michael Phillips; son Brandon Phillips; sister Brenda Manning and husband Michael Freese; godchildren, Megan and Ned Robinson, IV.

The visitation is 7:00 - 9:00 p.m. Tuesday 11/30/99 at McCoy & Harrison Funeral Home, 4918 Martin Luther King Blvd. Houston.

Funeral services will be 12:00 noon, 12/1/99, at Good Hope Missionary Baptist Church, 3015 North MacGregor Way, Houston.

In lieu of flowers, a memorial fund is being established in Ms. Phillips' name at the St. James School. Donations can be sent to Dr. Debra Nicholson, St. James School, 3129 Southmore Blvd., Houston, TX.
