SPRINGFIELD, June 19.-Hon. David L. Phillips, postmaster of Springfield, died to-day after a lingering illness, in the 57th year. He was a native of Illinois and had been prominently identified with State politics and affairs for many years. He was appointed United States Marshal for Southern Illinois in 1861, and postmaster in 1877. From 1863 to 1878 he was chief proprietor of the State Journal. From 1860 he had been president of the Belleview & Southern Illinois railroad which was built under his management.
