In Uncivilized Kansas.
KANSAS CITY, Mo., Feb. 9.-A petition was presented in due form and in sober earnest to the lower house of the Kansas legislature yesterday from the National Horsethief association through William Phillips of Sedgwick county, praying the enactment of a law to authorize the lynching of horse thieves wherever they may be found and to limit the right of jury service to men able to read.
